Your Excellency,
I would like to take this opportunity to congratulate you on your successful nomination as the eighth Secretary General of the United Nation Organization.
My compatriots and I are greatly concerned about the increasing violations of human rights in Sri Lanka.
Although both parties committed to a Cease Fire Agreement signed in 2002, the document is defunct and currently only exist on paper. I would like to convey my deepest concern about the recent escalating violence and civilian frustration, which have so far taking the lives of thousands.
It has also come to my attention that several minor anti-social groups are involved in extra-judicial killings, mass massacres, abductions and threats to the life of journalist abroad and in Sri Lanka.
The recent air strikes in the Northern and Eastern quarter of the country have been left many people to suffer in IDP (Internally Displaced Person) camps. In these camps, there are lack of food, water, sanitation and medical care. Due to the defence bombardments, many places have been damaged including homes, hospitals and schools. Day by day, the conflict situation is only getting worse.
The A-9 highway, the most important infrastructure to the North, has been closed for many months by the government authorities, which constitutes a violation of the Cease Fire Agreement. It should be opened with immediate effect so all people can travel freely without being subjected to long delays and hardship.
I am aware that Norwegian peace envoys held several meetings in the last few years with the Tamil leader and with the Sri Lanka authorities, promises were made, but unfortunately no serious action have been taken to fulfil them, instead both parties are maintaining a shadow war and abusing the Cease Fire Agreement for their own benefits.
The former government authorities have actively dissuaded the international leaders and officials visiting the affected areas in the North and East. I am disappointed that the former UN Secretary General was also not afforded the opportunity to visit these areas.
I strongly urge Your Excellency to send special UN representatives to Sri Lanka, because the UN representatives will be able to do their own investigation on the ongoing human rights violation in the Island of Sri Lanka.
The Tamils have suffered for over decades, I hope that violence ends soon and that there will be an end to this conflict.
The legitimate grievances of the Tamil speaking people of the Island should be addressed with urgency.
I will support the justice for all the people and will defend their rights when needed. I would like to ensure that the legitimate rights will be given to the Tamil people and that all the communities in Sri Lanka will live in peace.
Yours sincerely,
Sgnd/. Remigius Kanagarajah of Jaffna
